Probably underfunded and just generate a lot of PowerPoint presentations before it is killed.
I'm a little surprised at the "news" over the JWST. First, it is a long-standing "tradition" in certain circles at NASA to play the game of starting a project, underasking, then assuming it won't be killed because it is too big to fail. Second, people were saying this two or three or more years ago. Doesn't anybody remember that?
